Training Course on the Protocol of 2010 to Amend the International Convention on Liability and Compensation For Damage in Connection with the carriage of Hazardous and Noxious Substances by Sea, 1996 (HNS PROT 2010) – Dec 12, 2012

The Training Course on the HNS PROT 2010, was held in Malta between 12 and 13 December 2012.  The Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC) organised the Training Course within the framework of the EU-Funded MEDA Regional Transport Project "EuroMed Co-operation on Maritime Safety and Prevention of Pollution from Ships - SAFEMED II" (MED 2007/147-568) and in close co-operation with the International Oil Pollution Compensation Funds (IOPC Funds) and the International Tanker Owners Pollution Federation (ITOPF).

The main objectives of the Training Course were to familiarize the participants with the International Convention on Liability and Compensation For Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 1996, as amended by the 2010 HNS Protocol (2010 HNS Convention); to facilitate the Beneficiaries’ preparations for the ratification of the 2010 HNS Protocol; and to identify best practices on implementation, including national legislation and ratification/transitional provisions.
