In 2018, IMO adopted the Initial IMO Strategy on reduction of greenhouse gas (GHG) emissions from ships (hereinafter referred to as the Initial IMO GHG Strategy), which defined the objectives, tools, pace of work and guiding principles and as such was the framework for IMO Member States to decarbonise shipping. In December 2022, IMO recognised the need for Member States to develop plans for addressing GHG emissions when adopting resolution MEPC.367(79) on Encouragement of Member States to develop and submit voluntary national action plans to address GHG emissions from ships, which invites Member States to voluntarily submit their National Action Plans to the Organization, outlining respective policies and actions, as soon as possible, and provide updates, as relevant, thereafter.
In July 2023, IMO adopted the 2023 IMO Strategy on Reduction of GHG Emissions from Ships (hereinafter referred to as the 2023 IMO GHG Strategy) in accordance with the agreed programme of follow-up actions, which now replaces the Initial IMO GHG Strategy. The 2023 IMO GHG Strategy represents a framework for IMO Member States, setting out the future vision for international shipping, the levels of ambition to reduce GHG emissions and guiding principles; and includes candidate mid- and long-term further measures with possible timelines and their impacts on States. It also identifies barriers and supportive measures including capacity building, technical cooperation as well as research and development (R&D).
In April 2025, IMO, during its 83rd session of the Marine Environment Protection Committee (MEPC 83), approved the draft legal text for the IMO Net‑Zero Framework, to be included as a new Chapter 5 to MARPOL Annex VI. This landmark framework combines mandatory emissions limits with an emissions pricing mechanism, making it the first of its kind for an entire industry sector. This regulatory milestone builds on the 2023 Revised IMO GHG Strategy, aiming for net-zero emissions by about 2050 and setting intermediate targets for 2030 and 2040. The Net‑Zero Framework operationalizes these ambitions through concrete legal measures, reflecting extensive intersessional negotiations and regional consultations. This will be further considered for adoption at the forthcoming Extraordinary Session of the IMO Marine Environment Protection Committee to be held between 14 and 17 October 2025.
The Mediterranean region, with its unique challenges and opportunities, requires tailored approaches for the successful implementation of the 2023 IMO GHG Strategy by Contracting Parties to the Barcelona Convention (CPs), including relevant stakeholders. Supporting CPs in understanding and engaging with this new global regulatory regime is critical. National administrations, port authorities and maritime stakeholders require tailored guidance to interpret compliance requirements, develop National Action Plans (NAPs), and leverage opportunities within the IMO Net‑Zero Fund.
In this context, REMPEC will be organising, two Regional Webinars on Low Carbon Shipping and Clean Ports. Both webinars are financed by the UNEP/MAP Mediterranean Trust Fund (MTF), as well as the French Voluntary Contribution.
The first Webinar, Understanding the IMO Net-Zero Framework - its origins, key elements, compliance mechanisms, and implications for the Mediterranean region, is scheduled to be held on Friday 3 October 2025.
The principal objectives of this webinar will be:
- to raise awareness, technical understanding, and practical planning for implementation of the IMO Net-Zero Framework;
- to strengthen national capacity for an effective implementation of the IMO Net-Zero Framework;
- to provide for a greater understanding and appreciation of the requirements of the IMO Net-Zero Framework, in order to be able to lead the efforts of the Government of the beneficiary countries towards more active participation at the forthcoming discussions; and
- to discuss about the challenges and opportunities for the beneficiary countries to implement the IMO Net-Zero Framework
The target audience for the webinars are Government officials responsible for the development and/or implementation of measures on low carbon shipping and clean ports, including from relevant stakeholders at national level.
